What it means
↑ Upright
Circumstances are on the move. On the wheel one figure rises while another goes down, and only the sphinx at the top sits still; the movement may run your way. Make use of a good turn while it lasts, and keep, like the sphinx, a center that does not depend on where the wheel stops.
↓ Reversed
A good run treated as if it could not end, or a change resisted because the old position felt safe. Plenty can tip into surplus — more than you need, held too tightly, while the wheel keeps turning regardless — so loosen your grip on what you have gathered and move with the change rather than against it.
A great wheel turns in the clouds. A serpent slides down its left side, the jackal-headed Anubis rises on its right, and a sphinx with a sword sits on top, which Waite calls the balance within the movement. In the four corners an angel, an eagle, a bull and a lion read their books: the four living creatures of Ezekiel's vision, commonly linked to the four fixed signs of the zodiac, steady while the wheel turns.
Upright
Destiny, fortune, success, elevation, luck, felicity.
Reversed
Increase, abundance, superfluity.
