What it means
↑ Upright
A bond between equals — in love, in friendship or in work — where each gives and each receives, as the two figures raise their cups to each other at the same height. If something is offered to you on those terms, meet it halfway, and say plainly what you are pledging.
↓ Reversed
Passion is Waite's one word for the card reversed, and it fits: feeling runs ahead of the bond meant to carry it, with desire on one side and caution on the other, or a quarrel in place of a toast. Slow down long enough to ask what each of you actually wants, and listen to the answer.
Two in Cups is pairing: two people, or two parts of one life, meeting on equal terms. In the 1909 Smith–Waite deck, this card shows a young man and woman exchanging cups, while above them rises the staff of Hermes, two serpents twined about it, crowned by a winged lion's head. The caduceus has long stood for reconciliation and exchange; the winged lion is commonly read as passion lifted to a higher plane.
Upright
Love, passion, friendship, affinity, union, concord, sympathy, the inter-relation of the sexes, and—as a suggestion apart from all offices of divination—that desire which is not in Nature, but by which Nature is sanctified.
Reversed
Passion.
Waite's main list gives this card no reversed meaning; this one is from his additional meanings, Part III §4.
